DESCRIPTION
systemd-user-sessions.service
is a service that controls user logins through
pam_nologin(8). After basic system initialization is complete, it removes
/run/nologin, thus permitting logins. Before system shutdown, it creates
/run/nologin, thus prohibiting further logins.
