Bring back $SSL_CERT_FILE
Commit 9f358f809d
removed
$SSL_CERT_FILE, which is fine for binaries linking against the current
OpenSSL package, but not old binaries (e.g. those installed via
nix-env). So let's keep $SSL_CERT_FILE for a while longer.
