Allow CPPFLAGS, CFLAGS, and LDFLAGS to be passed through configure

This changes the configure script from unconditionally assigning CPPFLAGS, CFLAGS, and LDFLAGS to the empty string, to only assigning them to the empty string if they are unset. original commit: 5d52b0b10f55d489c2ad2e681361a3b8394a043c
