8d698389e7 Add a way to recognize cpointer predicates. (#1368) 
Similar to `struct-predicate-procedure?`. Allows Typed Racket
(and the contract system generally) to avoid chaperone wrapping
for cpointer predicates.

2d4f3e2ac9 remove the "racket-pkgs" directory layer 
The layer is now redundant, since everything left in "pkgs" is in the
"racket-pkgs" category.
