Finally fix the concurrency in this test.
...
The bug was an induced failure in the http server, to test retry
support, triggered another run of half of the synchronization
protocol, leading to a stuck state.

remove the "racket-pkgs" directory layer
...
The layer is now redundant, since everything left in "pkgs" is in the
"racket-pkgs" category.
