00171a3c2c file/[un]tar: support for long paths
Implement POSIX.1-2001/pax and GNU extensions for long paths and links
in `untar` and `tar`. Add a `#:format` argument to `tar` to select
among POSIX.1-2001/pax, GNU, or error encoding for long paths.

97c65102b3 add file/glob
implements globbing for path strings
- glob : globs -> listof path
  in-glob : globs -> sequenceof path
  glob-match? : globs path-string -> boolean
- wildcards are: * ? [...]
- braces {} get expanded to multiple globs
- if pattern ends with /, only match directories
- wildcards don't capture dotfiles by default (keyword arg overrides)

c0915b02b0 pathlist-closure, tar, and tar-gzip: add #:path-filter
Also, add `#:skip-filtered-directory?` to `find-files`.

Less significantly, adjust `pathlist-closure` to be consistent in the
way that it includes a separator at the end of a directory path.

0d3b5b61f0 untar, untgz, and unzip: add #:permissive?
Also, strengthen the checking that `#:permissive?` (off by default)
performs for `untar` and `untgz` to disallow a link whose target is an
absolute path or has an up-directory element.

2d4f3e2ac9 remove the "racket-pkgs" directory layer
The layer is now redundant, since everything left in "pkgs" is in the
"racket-pkgs" category.
