9e097866bf Vector fixes. 
- Allow indexing into a VectorTop, with result `Any`.
- Don't use special typing rules for applications when the operator
  has an annotation or instantiation.

284d772a95 Don't assume self-inline when in doubt. 
This avoids cases where a non-recursive function would be considered
to be unrolled, which makes no sense.

b5de31cc1b Move more analysis logic to the post-processing phase. 
This makes the analysis much cleaner, since we can do everything when the
