modial dialog don't disable mouse motion, enter, and leave events
...
Closes PR 11599
This is an API change relative to gr1, but it seems sensible,
and it makes enter and leave events more reliable and easier
to implement.

Changed @itemize{...} to @itemize[...] (done after comparing the doc

tree and verifying that there are no changes).
