5e4866e54c fill in one more corner of submodules and `namespace-attach-module' 
When submodules are not independently loaded, then pull submodule
declarations along when attaching a module to a namespace.

506b70f71f fix `variable-reference->module-source' for submodules 
Unlike the `variable-reference->resolved-module-path', the module
source one doesn't include a submodule path.

0197902309 add var-ref->mod-decl-insp' and switch cur-code-insp' uses 
Macros and other tools that need syntax privilege used
`(current-code-inspector)' at the module top-level to try to
capture the right code inspector at load time. It's more
consistent to instead use the enclosing module's declaration-time
inspector, and `var-ref->mod-decl-insp' provides that. The
new function works only on references to anonymous variables,
which limits access to the inspector.

The real function name is longer, of course.

5352d670c4 generalize #%variable-reference' and add variable-reference-constant?' 
Use the new functions to make the expansion of keyword applications
to known procedure work  with mutation.

2a5fe45c7a add `namespace-attach-module-declaration' 
which creates a little more sharing than the automatic
 caching of modules, but only for a program that explicitly
 attaches module declarations to share

fd9ee204a5 on third thought, it's module->namespace that needs to prepare the compile time, not dynamic-require, and that's why it worked before; restored the visit-availing behavior of module->namespace, and rewound the previous change (still for PR 10185)

8c9bcd50c2 on second thought, PR 10185 demonstrates why the variant of dynamic-require (and namespace-attach-module) that doesn't make the phase availble is difficult to reason about; changing dynamic-require and namespace-attach-module, instead of DrScheme
