* the exit code of quiet.ss is now 1 for failed tests, 2 for an
unexpected error, and 3 for a timeout
* added net.ss and uni-norm.ss to all.ss
* uni-norm.ss will retrieve the test file if it doesn't find it
* it will also throw an error if it cannot retrieve proper tests
