dybvig 5718697d60 updated release_notes.stex to describe the recent fixes for bugs that 
dated back to Version 8.4 or before and to combine the three performance
subsections directly related to the new compiler back-end, since the
changes all occurred between publicly available releases.

Chez Scheme is a compiler and run-time system for the language of the Revised^6 Report on Scheme (R6RS), with numerous extensions. The compiler generates native code for each target processor, with support for x86, x86_64, and 32-bit PowerPC architectures.
